The Measurement Problem: Why Your AI Adoption Metrics Are Misleading You
Your AI strategy is advancing. Your adoption metrics look strong. But if you can't point to the business outcomes that have changed because of it, you're measuring the wrong thing.
Accenture just announced that it will factor AI log-ins into promotion decisions. I understand the instinct. When you're trying to drive adoption across a workforce of hundreds of thousands, you measure what you can see. But look at the signal that it sends to everyone in the organization: your job is to get people logging in. Not to improve productivity. Not to create value. Not to redesign workflows. Log in. That single policy choice tells you exactly where AI adoption goes sideways — and why so many organizations have strong dashboards and little to show for it.
The pressure to move fast is real. The IBM Institute for Business Value found that 64% of CEOs say fear of competitive disadvantage drives their technology investments. That urgency isn't irrational. But it does explain why organizations under pressure default to the easy metrics already in front of them. When the mandate is move now and show progress, log-ins are visible, reportable, and easy to defend in a board update. What they don’t tell you is whether anything is actually changing for the business.

Activity is not adoption. And adoption is not impact
When I ask business leaders about the progress of their AI rollouts, the updates almost always center on access and activity — how many employees have the tool, and how many have been trained. What’s rarely part of the conversation is what has actually changed: which workflows look different, where quality has improved, what business outcomes are different because AI is now part of how work gets done.
This isn’t a failure of intent. It’s a failure of definition. When organizations don’t define what business impact looks like before they deploy, they default to what’s measurable — and what’s measurable is almost always activity. The measurement stops where the real question begins.
The cost of measuring the wrong thing
Most organizations are tracking log-ins and licenses provisioned, training completion rates, and usage frequency. These are easy to pull and easy to present as evidence of progress. But activity metrics don’t just give you an incomplete picture. They can actively mask a productivity problem.
When AI usage is disconnected from workflow integration and real accountability, you can end up with two parallel systems running at once: people logging in, completing trainings, generating outputs, while the underlying work still gets done the old way. That’s not transformation. That’s two jobs where there used to be one.
The organizations that recognize this early are the ones shifting their focus to a different set of questions entirely. Are workflows faster and less manual? Is quality improving in outputs, in processes, in the products AI is touching? Is AI enabling innovation that wasn’t possible before? Are those improvements showing up in business results? Those are the metrics that tell you whether the investment is actually working.
The signals that your measurement is the problem
These aren’t signs of poor strategy. They’re indicators that success has been defined at the wrong level:
AI-generated analyses exist, but final decisions still move through the same legacy approval paths — because no one redesigned the process around them.
Teams can report usage frequency but can't articulate what's expected to change as a result.
Performance conversations still focus on output volume, not on how AI is being applied to produce it.
Pilots succeed and get celebrated, but the metrics used to declare success don’t transfer meaningfully to scale.
Leadership can name the tools deployed but can’t name a single business outcome that has changed.
If you’re seeing these patterns in your organization, the fix isn’t a better dashboard or a new reporting cadence. It’s redefining what success looks like before the next initiative launches.
The measurement shifts that close the gap
The organizations I've seen move from activity to business impact do three things differently:
They define metrics tied to business outcomes before they deploy. Not "AI will transform our business." Instead, "AI will reduce this reporting cycle from five days to two, and we'll know it's working when that happens." Specificity at the outset prevents the default slide toward whatever metric is easiest to count, and ensures productivity gains, quality improvements, and value creation are built into the definition of success from day one.
They measure workflow change, not tool usage. The real adoption signal isn’t how often someone opens the tool. It’s whether the approval path has changed. Whether the handoff point was eliminated. Whether the meeting that used to take three hours now takes one because AI did the pre-work. Those are the indicators worth tracking.
They stop reporting AI progress separately from business results. When productivity improves, that’s an operational win — not an AI win. When forecast accuracy improves, that’s a finance story — not a technology story. The moment AI outcomes get folded into the metrics leadership already cares about, the conversation shifts from “are people using it” to “is it working.”
The Bottom Line
Accenture’s log-in policy is a symptom, not an anomaly. It reflects what happens when organizations under pressure to show AI progress reach for the metric in front of them. The risk isn’t that your people aren’t using AI. It’s that you’ve built a measurement system that will tell you that they are — right up until the moment a competitor who measured differently pulls ahead. The executives who get this right asked a harder question at the start: not “are people using this?” but “what has changed because they did?”
